B_Trust has been constructively engaged in a number of programs as a reflection of B_Trust Vision and 4 (four) main roles.

Experiences (2001 to 2013)

A. Public Procurement Reform & Public Complaint Handling System through Technical Assistance & Advocacy


1. From 07/01/2013 to 06/01/2017, funded by European Union:
☑   Program entitles Improving Efficiency, Transparency and Accountability in Public Procurement Phase II. It aims to enhance integrity in public procurement in 7 local governments through the adoption of integrated procurement approach, e-proc system and effective complaint handling system.The program is conducted in Indonesia : 2 Provinces (West Java and South East Sulawesi) and 5 Districts (Bulungan in North Kalimantan; Rote Ndao & Kupang in NTT Province; Wakatobi and Kendari in South East Sulawesi Province).

2. From 05/01/2012 to 04/01/2014, funded by European Union:
☑  Program entitles Improving Efficiency, Transparency and Accountability in Public Procurement. It aims to enhance integrity in public procurement in city of Tarakan & Solo and Purwakarta regency through the adoption of integrated procurement approach, e-proc system and effective complaint handling system. The program is conducted in Indonesia : Tarakan (East Kalimantan), Solo (Central Java) and Purwakarta (West Java).



B. Public Procurement Reform through Technical Assistance & Advocacy


1. From 05/01/2009 to 04/07/2010, funded by European Union:
☑   Program entitles Public Procurement Reform in Local Government by Promoting Stakeholder Participation as a Means of Corruption Eradication in Public Service Delivery. The action aims to build a systemic program and institutionalization of procurement in the two local governments by promoting the principles of easy access, appropriate, efficient, effective, transparent and accountable through technical assistance provision. The program was conducted in Indonesia : Indramayu and Purwakarta (West Java).



C. Public Procurement Reform through Evidenced based research


1. From 08/08/2011 to 31/11/2011, funded by The World Bank:
☑   Program entitles Case Studies of Procurement Practices at the Sub-National Level in Indonesia. It was collaboration between B_Trust and TAF. It aims to examine how to improve the volume and quality of procurement-related spending at the sub-national level. The study was conducted in Indonesia: Kota Makassar (South Sulawesi), Kab Lamongan and Madiun (East Java), Luwu Timur (West Sulawesi), Kab Sijunjung (West Sumatera), Province of West Sumatera, Kota Balikpapan (East Kalimantan), Province of NTB.

2. From 05/09/2007 to 02/11/2007, funded by The Asia Foundation– USAID:
☑   Program entitles Study on public Procurementin Indonesia. It aims to asses national, provincial, and local level regulations on public procurement; identify stakeholders involved in procurement reform; identify and review existing best practices; undertake comparison with best practices in other countries. The study was conducted in Kota Surabaya & Jogjakarta, Kab Kebumen and Solok



D. Business Climate Reform - One Stop Services, Public Procurement Reform through Technical Assistance & Advocacy


1. From 01/01/2008 to 30/08/2008, funded by The Asia Foundation– USAID:
☑   Program entitles Technical assistance to local governments to improve the procurement process and promote business formalization. It aims to improve the procurement procedures by establishing procurement



E. Business Climate Reform - One Stop Services through Technical Assistance & Advocacy


1. From 24/08/2010 to 23/02/2011, funded by Indonesia Netherland Association (INA):
☑   Program entitles Technical assistance to enhance OSS for better investment climate. It aims to enhance OSS in 4 local governments. It was conducted in Indonesia : Kabupaten Aceh Besar (Aceh), Kota Balikpapan (East Kalimantan), Makassar (South Sulawesi) and Ambon (Maluku)

2. From 01/05/2007 to 30/11/2007, funded by The Asia Foundation:
☑   Program entitles Technical assistance to local governments to improve the efficiency of their one stop service (OSS) centers for licenses and permits. It aims to work with the local governments to streamline the procedures for business-related license and permit issuance by increasing the authority of the OSS center and reducing the time and cost of licensing. It was conducted in Indonesia : Kabupaten Majalengka, Subang, Purwakarta, Indramayu and Kota Cimahi.


3. From 05/03/2007 to 10/06/2007, funded by The Asia Foundation, IFC:
☑   Program entitles Technical Assistance for One Stop Services Principle Guideline. It aims to formulate OSS guidelines for nationwide local governments reference to support national regulation implementation. It was conducted in Indonesia : Jakarta and surrounding

4. From 01/08/2006 to 30/05/2007, funded by The Asia Foundation – USAID:
☑   Program entitles Technical assistance to improve efficiency of OSS for licenses and permits. It aims to establish and improve the capacity of OSS. It was conducted in Indonesia : Kota Cimahi and Kabupaten Indramayu

5. From 01/08/2006 to 30/04/2007, funded by The Asia Foundation – USAID:
☑   Program entitles Technical Assistance to the local Governments to improve the efficiency of their One Stop Service (OSS) centers for licenses and permits. It aims to establish and improve the capacity of OSS. It was conducted in Kabupaten Indramayu, Kota Cimahi and West Java Provincial Government



F. Business Climate Reform - One Stop Services through Legal drafting and policy making


1. From 16/3/2006 to 10/5/2006, funded by The Asia Foundation, IFC:
☑   Program entitles Technical Assisstance to MoHA in drafting Permendagri No 24/2006. It aims to facilitate the formulation of the Permendagri No.24/2006 on OSS. It was conducted in Indonesia : Jakarta and surrounding



G. Good Governance through advocacy for regulatory reform


1. From 27/06/2007 to 27/07/2007, funded by GTZ Office Indonesia:
☑   Program entitles Public Consultation Revision of Law 32/2004. It aims to assist the ASSD Team in supporting MoHA Team in formulating revision of law 32/2004. It was conducted in Indonesia : Makassar, Medan, Yogyakarta, Jakarta



H. Democracy strengthening through advocacy


1. From 01/08/2009 to 01/02/2010, funded by Democratic Reform Support Program (DRSP) – USAID:
☑   Program entitles Strengthening Indonesia Parliament Members and Constituent Relation through ‘Constituency Office’ Empowerment. It aims to encourage the participation of stakeholders related to constituency relation ; to provide the channeling of the aspiration to the right persons in charge; and to provide a better place for DPR members recess program. It was conducted in Indonesia : Kalimantan Timur



I. Electoral and Voters Education and Monitoring Democracy strengthening


1. From 10/12/2012 to 09/12/2014, funded by European Union:
☑   Program entitles Minimizing the Apathy of Marginal Elderly and the Disabled through Civic Education and Electoral Dissemination Programs for Indonesia’s 2014 Elections. It aims (i) to increase Marginal elderly and Disabled participation on the 2014 legislative and Presidential Election; (ii) to enhance local CSOs awareness and capacities in advocating democratic rights through marginal elderly and disabled based civic education. It is conducted in Indonesia :Kab Bandung, Bandung Barat, Bekasi, Bogor, Ciamis, Cianjur, Cirebon, Garut, Indramayu, Karawang, Kuningan, Majalengka, Purwakarta, Subang, Sukabumi, Sumedang, Tasikmalaya, Kota Bandung, Banjar, Bekasi, Bogor, Cimahi, Cirebon, Depok, Sukabumi, Tasikmalaya.

2. From 01/03/2009 to 31/08/2009, funded by UNDP-CIDA-Multi donor Fund:
☑   Program entitles Minimizing the apathy of elderly marginal groups and the disable through education and electoral dissemination program for Indonesia’s 2009 election. This is the program for socialisation and education on election in particular to marginal elderly and disabled through two different methods of delivery, namely door to door method and community based visit programs. It was conducted In Indonesia : Tasikmalaya, Bandung, Garut, Subang, and Indramayu (West Java).


3. From 25/03/2004 to 24/05/2004, funded by YPSDM – FRI GOI/KPU/UNDP:
☑   Program entitles Monitoring Legislative Election 2004. It aims to support the monitoring of legislative election 2004. It was conducted in Indonesia : Bandung



J. Regulatory Impact Assessment through Technical Assistance and Assessment


1. From 03/12/2007 to 31/12/2008funded by SENADA USAID:
☑   Program entitles RegMAP: Mapping and Reviewing Regulations Impacting SENADA’s Industry Value Chains. It aims to develop a comprehensive inventory, review, & analysis of national and local regulations that significantly affect the competitiveness of footwear, furniture, auto parts, garments, & home accessories industries. It was conducted in Indonesia : Cities/districts in West Java, Banten, East Java and Central Java

2. From 01/08/2007 to 15/03/2008 funded by The Asia Foundation–USAID:
☑   Program entitles Technical Assistance for Implementing Regulatory Impact Assessment. It aims to increase the capacity of local government to conduct RIA. It was conducted in Indonesia : Indramayu



K. Pro poor and participatory based budgeting through Technical assistance


1. From 01/08/2006 to 01/07/2007 funded by The Asia Foundation
☑   Program entitles The Improvement of Community Participation in Pro- Poor APBD Policy through Religious Social Organisation. It aims to build commitment of all stakeholders; escort the formulation of local regulations; enhance the local government capacity and Musrenbang delegation forum; escort participatory work plan and budgeting. It was conducted in Indonesia :Sumedang.
